I think that it is possible someone who knows him well could recognize him, as much for what he is wearing as anything.

"Gee, that resembles that employee who asked for a few hours off work around the same time this shooting happened."

Or in the days ahead, somebody notices strange post-offense behavior (missing work, substance abuse, lack of hygiene, intentional change in appearance--grows beard) and takes a closer look at the picture and realizes it may be the same person.

Or something like that

I couldn't tell if he was bare handed or maybe had thin latex gloves on. The resolution of the photo is pretty poor.

NYC ain’t London, in terms of surveillance cameras, but there are a lot of non-gov’t resources (in/around stores) and lots of people with eyes open. For instance, the cafe these pics seem to have been taken in. There are witnesses, bystanders, customers, swipe records and phone tower pings. There are folks who might’ve caught a better glimpse of him in the background of a photo they were snapping. He’s wearing a distinctive backpack, not run-o-the-mill at all. And so on.
I am holding out hope that our cops and our citizens can track this perp down.

After 9/11, NYC received a bunch of $$$ to install a very large number of CCTVs. It might still not be London, but they have several of him already and will be reviewing footage endlessly.

(Wish I could cite a source, but I jumped around reading a lot about this shooting.)
