How the hell are people getting IDs without Identifying documents?

Just out of boredom., I typed the name of my city "Fresno" into YouTube, and I came across this video.

Is it really just this easy to get an ID without identifying documents?

If they’re that clever..they could be an asset with the right people and a program that will take a chance and turn a life around for the better instead of crime. Then hire them

was making fl;orida ids for the underage girls.

but for the homeless that i have helped they needed a birth certificate to get a louisiana id, and a state id to get a birth certificate.
