North Carolina Republicans have introduced one of the most restrictive abortion ban bills in the nation. House Bill 804 would outlaw abortion from conception with no rape or incest exception, and a very narrow exception for saving the life of the mother.
The bill, which defines an unborn child as "an individual living member of the homo sapiens species from fertilization until birth, including the entire embryonic and fetal stages of development," which criminalize abortion with up to life imprisonment, and loss of medical license for any doctor who performs the procedure.
The language of the bill establishes fetal personhood from conception, which would also ban In Vitro Fertilization (IVF), since the destruction of fertilized embryos would be considered homicide under the law.
The law also goes out of its way to not extend abortion exceptions to women who are considered at-risk of suicide due to pregnancy, an often overlooked cause of death related to abortion bans. The law prohibits a life of the mother exception to be granted on the basis of "a claim or diagnosis that the female would engage in conduct that may result in the female's death."
