And he increased the tariffs on goods from China to 125%
American consumers are still going to feel an immense amount of pain.

Trump creates such an avalanche of constant chaos that is difficult to keep track of it all.
The idea. Create chaos and keep people off balance on what to expect next.

Are they all delayed for 90 days?

The market got a bit oversold with a lot of sentiment.
The ostriches (most of market participants) think that all the regular indicators, oscillators, analysis tools, screeners, traditional ratios, etc. are operative as they are in 95-98 % of times.
These are not normal times for multiple reasons. These are not normal conditions. Normal approaches should not be followed.
Ostriches sold a bit going down and waited for an indication that the "dip" had finished and they could buy again.
Other reasons include 1) A belief that the pause showed some flexibility. Don't give that much weight. 2) A belief it showed some responsiveness. That has a little merit but can't be depended on. 3) These things are sometimes called "relief rallies" because prior action was so stressful.

(13,407 posts)6. REUTERS: US tariffs on Mexico and Canada unaffected by 90-day pause, White House official says
The U.S. tariffs on goods imported from Mexico and Canada will not be affected by the 90-day pause on tariffs announced by President Donald Trump on Wednesday, a White House official said.
The United States' 25% tariff on goods it imports from Mexico and Canada that are not covered under the region's USMCA trade pact remains in effect, the official said, adding that energy and potash from the two countries will also continue be tariffed at 10%.
