1. Yes, I think that is part of their strategy. The news that they're offering to move ICE out of MN for their voter rolls

indicates the mid-term elections are their priority - how to cheat in them. I don't expect for a moment that if someone did hand over voter rolls, ICE and CBP wouldn't be back again in a few weeks with some other BS excuse.

But it seems very likely that, as the elections approach, they'll try and stop them in states that would return a lot of Democrats.

2. They are portraying the protesters as "radical Democrats," the victims as terrorists. This is what the right are told,

gaslighying and inciting their base with anger, while trying to trigger the left into violence. As you suggest, this is why blue states are targeted and voter roll are wanted, to either cancel the elections or intimidate voters. Trump wasn't kidding when he said "you won't have to vote again."
