UCLA report finds increase in ICE detentions of Latinos without convictions

According to the report, monthly detentions of Latinos with no criminal records increased sixfold compared to the final year of the Biden administration — rising from about 900 per month to roughly 6,000, with a peak of nearly 10,500 in September 2025 — driven largely by arrests at workplaces and in public spaces.

Researchers also found that detention stays grew significantly longer and more disruptive, with more frequent transfers between facilities. During the study period, nearly 7 in 10 noncriminal Latino detainees were held 15 days or longer, with the median stay climbing to more than 25 days. The report estimates 55% were transferred out of state.Deportation increasingly replaced release, the analysis says, with nearly 9 in 10 noncriminal Latino detainees ultimately deported.

The authors warn the trend may represent a move toward “mass confinement,” arguing it could have sweeping impacts on families, workplaces and local communities.
