Driver leans out van door to point gun at woman's head—attempts to pull trigger 3 times.

Then runs over bystander with van speeding away.

"I'm going to get every one of you with my pepper ball gun," another socalled agent yells out—before firing multiple shots.

The van had a sign for "Midwest Plumbers" painted on the side—the phone number listed is not in service.

The incident occurred in downtown Minneapolis, Minnesota.
