Maybe not. Apparently, all that is certain is that he'll be there. It would be odd if he were there but did not speak. Perhaps he's parachuting in and then leaving.

POTUS will be in Rockland County Friday at Rockland County Community College for a speaking event with Mike Lawler and on Saturday will be in Orange County for West Point Graduation.
