Does this include cargo, private and passenger planes. Arrival facilities cost 100s of million dollars and at the large airports - JFK, LAX, MIA there are 100s of CBP officers stationed permanently at these large airport.

I am guessing building new int'l arrival areas would cost about a billion dollars or more at each airport and take about five years.( I worked on template designs for International arrival terminals)

Any plan to divert international flights to "ICE supportive" airports would fail.
Other large international airports already have tight schedules for takeoffs and landing times with current customers.
Sanctuary cities include all of the west coast (and Hawaii) airports. Add to that CHI, JFK, EWR - seems like about 2/3 of all international flights in and out of the US.

Miami-Dade in Florida and El Paso or Dallas-Fort Worth in Texas. Because Atlanta is Blue.
You might be able to spread out some flights.to the big cities in Alaska, North Carolina, Utah, Idaho, Arkansas, and Oklahoma, but most of those cities are not able to manage much more traffic.
Sean Duffy has no clue what transportation infrastructure is - It's not just fixing potholes and traffic lights.
