The head of the lackey board essentially said when they win their appeal, his name will go right back up. So I am quite skeptical.

be that the lettering used to put up his name somehow marred the facade -- like the letters rusted and the discoloring still shows the outline of the line that was ordered to be removed. The reflecting pool is evidence that they don't know what they're doing when they mess with these older structures.
