I have seen various charities and even police/probation departments offering free or low cost tattoo removal treatments. Some of those are aimed at gang and hate tattoos, but some are aimed at any tattoos (i.e. regardless of meaning or location or reason).

I would try searching for tattoo removal programs (in the nearest large city if you are rural or suburban) nor just tattoo removal service providers.

Given laser removal is expensive and painful, many folks go with coverup tattoos of some kind. Lots of people are sporting black sleeves these days; but there are decorative tats that simply do a good job of hiding what's underneath.

And ... I have no clue, but I'm going to predict that cheaper/less-painful tattoo removal will be an ongoing area of research for the next many years as people grow tired of their younger ink choices.

If I had a friend whose tattoo was negatively impacting them, that seems to me a good use of the go-fund-me sorts of chip-in contribution sites. Depending on your work relationship boundaries, asking the tattooed person if friends can chip in might be better coming from another coworker. But it's worth considering, if expense is the main consideration.

(I'm not against tattoos. Just don't want one.)
