It looks like a page from a Heritage Edition book or something like it. Vinca Dec 2014 #1

I haven't a clue what it says. Have you looked for a Latin translator online? I'm pretty certain it's not a really, really, really old book based on the type of paper, spacing of print and remnants of binding on the edge.
