Ballot issue holds changes to Arkansas Lottery Scholarships
A Constitutional amendment will appear on the Arkansas General Election Ballot to provide funds and scholarships to public or private vocational-technical schools and technical institutes. This would pull funding from Arkansas lottery revenue to fund scholarships and grants to citizens seeking industrial trades.
Ballot Issue 1 would add to a 2008 constitutional amendment – Amendment 87 – that allows Arkansas to establish, operate and regulate state lotteries. Amendment 87 only benefits private and public non-profit two-year colleges and four-year universities through funding.
The new amendment, or HJR1006, was proposed by Republican Representative Robin Lundstrum of Springdale and Republican Senator Jane English of North Little Rock.
If passed by the voters in November, HJR1006 will take effect on Jan. 1, 2025.
