From the photo in the strib first page, seems that they check them. With the following caption
Ramsey County election judges Nancy Matthews and Kathy Lair checked ballots. After they are removed from envelopes, they are scanned by computer, then counted after the polls close.
Looks to me as it they actually are checking the marking. Oh well

Minny Rules were equal number from each represented Political Party.

to be sure it's the correct one for the precinct and that it isn't damaged or unreadable by the tabulator. https://www.sos.state.mn.us/media/2092/absentee-voting-administration-guide.pdf Nothing nefarious is going on.
