Portland man accused of locking children out in sub-freezing temps arrested

A 47-year-old man accused of locking three children out of his apartment in 20-degree temperatures was arrested on criminal mistreatment allegations.

Gary Kenneth Schaupp had locked the children out of his apartment Tuesday night after returning home from a bar and assaulting two of his children, according to Multnomah County deputy district attorney Charles Mickley.

One of the children called 911 about 10 p.m. , alleging child abuse.

Portland police responded and found three children standing outside the apartment in the 16900 block of Southeast Powell Boulevard.
