I am curious as to his explanation of the large number of vaccine doses that have not been given. By my calculation there are 563,617 of 1,166,600 distributed that are not in someone's arm. Even allowing a five day delay in reporting and transporting, there are 400,00 doses not given.

1. I want to know if they are second doses

I am eligible but have not received a vaccine. My teacher daughter and healthcare worker daughter-in -law have. I would support Virginia holding vaccines in reserve for second shots for them. I know some states have not held back enough for second shots.
