when Congress has the constitutional responsibility and authority to pass appropriation bills, AND the ability to over-ride vetoes?

Do not paint McCarthy and McConnell as people who need something from Trump in order to do their jobs... they could choose to re-open the government tomorrow, and would succeed regardless of what Trump wants. They do not do so because they do not WANT to do so. The shutdown is on Congressional Repukes, full stop.

We in KY would be happy to claim Schumer. No one wants to trade for McConnell and Rand Paul, though.
