Does passing the CR directly authorize Elon musk and his Doges hit squad to do what they want? How does the CR impact the current court cases and does it limit what can be challenged going forward?

At all, is there a text of the CR that specified what powers would be given away? Or is his statement more along the lines that we need to stop what they've been doing by shutting it all down?
