Can Joe still really get in?

Can anyone that knows about this process explain how Biden can get on state primary ballots this late in the game? I thought it was too late, but I keep hearing this rumor.

I support Bernie BTW....

also currently running for President, and garnering delegates along the way. Maybe I'm wrong? Maybe Hillary is the only one still in the race? Gosh, I wonder what I could be thinking.
