1. The quote is true

and puts the lie to the idea that education is the key to raising up the poor. Turning all the soldiers into generals isn't the way to prosperity. It's raising the level of pay for the soldiers and treating them with dignity for doing the essentian work that they do..

Soldiers who know what they're doing can function without constant supervision from generals. Generals can't do a damned thing without soldiers.
