The Christian Coalition sought to merge with the Republican Party and force the GOP to bow to the whims of religious conservatives. Its ploy of distributing voter guides in churches was designed to politicize as many houses of worship as possible and convert them into cogs in a giant GOP political machine. To that end, the Christian Coalition always strived to build a grassroots presence.
The FRC [Family Research Council] is more of a Washington-based entity. Its parent organization, Focus on the Family, maintains chapters in some state capitals that serve as a focus for grassroots organizing. That leaves the FRC free to focus on the U.S. Congress.
