The Trump administration is easing federal restrictions on hydrofluorocarbons, or HFCs, the powerful, polluting chemicals used in refrigerators and air conditioners.

The change could slow one of the country's biggest climate wins in cooling technology, even as officials argue it will help lower consumer costs.

The New York Times reported that President Donald Trump announced Thursday that his administration will relax rules limiting the use of HFCs, chemicals that are often called "super pollutants" because they trap far more heat in the atmosphere than carbon dioxide.

The restrictions being loosened stem from a bipartisan 2020 law Trump signed during his first term. That law had put the United States on track for an 85% reduction in HFC production and consumption by 2036, alongside a global phase-down backed by more than 190 countries.

Americans are feeling downright dour about the economy, and affordability is at the center of it all. But the Trump administration is saying there could be relief ahead in one key area: groceries – to the tune of over $2 billion.

The American consumer is certainly ready for some better news about prices. Sentiment for May hit a record low (1) – meaning Americans are feeling worse than they have since the University of Michigan (2) survey started collecting data in 1952.

In a statement, Joanne Hsu, (3)director of the survey (3), said, “The cost of living continues to be a first-order concern, with 57% of consumers spontaneously mentioning that high prices were eroding their personal finances.” She added, “Critically, consumers appear worried that inflation will increase and proliferate beyond fuel prices, even in the long run.”

Grocery prices soaring as Americans feel glum

One major price concern is around something we all need to survive – food. And there’s good reason for that worry – grocery prices just saw their largest month-to-month leap since 2023 (4), rising 2.9% in April (5) compared to a year ago. Amid fuel shocks, weather woes and tariffs, shoppers have seen prices for some foods escalate more than others: Beef prices are near record highs (6), coffee will cost you almost 20% more (7) than it did last year and tomatoes are up a whopping 40%. (8) And some experts say things could get worse (4).

The administration said the move could save families and businesses more than $2.4 billion, framing it as a cost-of-living measure.

But several analysts and even some industry groups questioned whether shoppers would actually see lower grocery bills.
