George Bush created Frankenstorm (Hurricane Sandy)with his weather machine to suppress voter turnout
The weather machine is mounted on a satellite. It fires a combination of lasers and microwaves into the eye wall of a small tropical storm to increase the storm's intensity. The lasers can also be used to guide the storm in a certain direction.
Obviously I'm talking about George Bush Senior, not W.
