exterior car hatchback plastic part questions

I have a 2008 Prius. The outer hatchback handle has a black section made of some kind of black non-metal material. It is degrading and if I open the hatchback, I get melty black gunk across my fingers. What is that part of the handle called? What is the composition of that part of the handle? What can I use to get it off my fingers? I tried soap and water, olive oil, nailpolish remover and 70% alcohol, then soap and water again. Most of it is gone, but I didn't think any of the products did the job.

Any help is appreciated.

4. Fast Orange will clean just about anything off your hands. Smells good, too.

Comes in smooth or with pumice. I use the latter, because I usually have some pretty nasty old grease, oil, and carbon on my hands after working on old machinery.

I have an appt. for the car for probably front bearings, maybe brake work. If I remember, I'll see if they can replace the handle or cover it with something.

When I'm out, I'll see if I can get a product to have on hand to clean my hands.
