For a Staff Judge Advocate to release this statement is very significant.

A Staff Judge Advocate is personally selected for the post by the Judge Advocate General. (There is a reason it is called the Judge Advocate General's Corps - possessive.)

For a Staff Judge Advocate to make such strong assertions against senior general officers is astounding and certainly not made lightly.
