Living in Japan, I can say it is very true
I feel badly for her, and others like her
One of the twins (girl) has a close friend who is partially deaf, so she often misses what people say and her speaking is not good
She's an outcast from much of the school, but she (our daughter) is devoted to her -- and she can bully back quite well.
The separation from the group, and crappy families, are the two key factors (IMO) for these problems

I would have donated, but it's closed, which was both encouraging (so many donors) and disappointing (I was not one)
Glad she got her ID back and that she's in a hotel
Hopefully she can get an apartment for her and her cat
