this might be the simple answer- that he wants to determine who gets the contract to privatize a billion dollar service and rake in the postal workers' pension fund. there is also an extensive profit in selling off the rea estate.

it might be a trumpian snit about vote by mail

and it might be that wall st hates mailing utility bills and such and dealing with paper checks in payment.
