Rather than pardon. It was only the idea of further prosecution using the Russian planted data that he decided on the pardon. Basically Trump's vow to weapons the justice department made Biden feel the need to make people immune to this. The question is how many else will be pardoned before he leaves office to blunt the GOP weaponization to come.
