9. The Dept of Education wasn't founded until 1980

Prior to that the Federal spending on education was disbursed by the Dept. of Health, Education, and Welfare. In 1980, it was split up into Education and HHS. I'm not sure how much of the total budget of the DOE actually gets disbursed to the states.

I believe that it is approx 7% of the schools budget that now comes from the Federal government.
