or just some ordinary guy, and he'd been shot by some random criminal, said criminal would be prosecuted in the state court system and given a very long sentence, if not life. The shooter would not be prosecuted in the federal system or face the death penalty if the state didn't have it.

My point is that Luigi shouldn't get the death penalty because nobody should.
