The SCOTUS majority has said that the aggrieved states can still sue to obtain the blocked funds if it is determined through further proceedings that awarding the money was not discretionary by the Department of Education.

How the money was allocated seems to be the central issue in deciding whether the President has the power to cancel these particular teacher recruitment grants.
