Rather than focus on the hardened criminals he promised to deport, Trump is focusing his efforts on those who are easy to find and revoke immigration status from in order to bump up his deportation numbers: those with student visas, those who entered the country legally through the CBP one app, those entering at checkpoints (airports, e.g.) whose visit can be misconstrued as something other than simple tourism. Dreamers are probably on the short list. Anyone whose location he can find because part of their compliance and maintenance of their legal status depends on making themselves known to ICE.

It's all performative cruelty in search of a numbers boost because ICE wasn't finding enough hardened criminals to deport.
