The Unemployment Insurance programs are run in each individual state, NOT at the Federal level. Each state has their own processes for identifying fraud.

Improper payments (not necessarily fraud) did increase temporarily in 2020 due to the quick implementation of several special programs to deal with layoffs due to COVID. This was temporary and I believe most of that money has been clawed back by this point in time.
