And if he wasn't arrested, why not?
Anyone else tries to engage in sexual behavior with a minor would be arrested. Apologies don't negate crimes.
If I had been the parent, I'd have asked if there was any law enforcement officer in the room and then asked, point blank, "Are you going to arrest this vile creep?"
I'd certainly ask for any video records and submit them to the District Attorney for follow up.

The sponsors of the event, and the moderator, apparently stood by and didn't remove the creep from the stage, what's with that?

This sort of thing might have become unremarkable under the current regime, but it must not be allowed to stay that way.

Everyone needs to be ready to confront this kind of behavior at the time and with forceful disgust and condemnation.
