and the cat's still in the bag, wasn't ever in the bag, or there was talk of something that could have been a cat or maybe a dog or a mouse and maybe it was restrained in some way, maybe by a bag or cage or trap or maybe something proposed getting a cat and bringing it home in a pet carrier with cat toys and food in a bag.

With Trump, I neither want to believe nor want to disbelieve--I often find the entire idea of believability utterly inapplicable.
