2. Why? Is the 25th not clear?

Frankly, I imagine there are constitutional lawyers that would say the 25th wasn't intended for a president who remains able to perform the duties and functions of the office, but does so badly or even irrationally. They'd also tell them that, ultimately, it would be easier to impeach and convict Trump than permanently remove him from office via the 25th.
