13. Is this just the Pacific states being affected? What about the Midwest (Manitoba Hydro) and the Northeast?

We're quite dependent in Minnesota on Manitoba Hydro's electricity. And I understand so are the northeastern states heavily reliant on Ontario Hydro, Quebec and others (I admit I only watched the first 2 1/2 minutes of the video). Asking for a friend.
