technically, he can be recalled to service at any time, as all general officers can be. This is true despite his criminal conviction because Trump pardoned him. Under no circumstances should a former General or Admiral be allowed to act as an agent of a foreign country. It’s a potentially serious security risk. Field grade officers (O-4 thru O-6) should have to wait at least 10 years before they could act as a foreign agent or a lobbyist. General officers should never be allowed to act as lobbyists.
