have caused complexity that manufacturers, distributors, retailers, shippers cannot quantify accurately at this point.

They were big tariffs, and varied geographically, they were 15%, there were exemptions and penalties, the shippers collected on them, the public paid for them, the price of fuel is up and down, the war is on and off all in the same day!

How can anyone know their costs anymore? Who eats the increases this week? Cost accounting is a whole genre, but what about all the fluctuations?
