All part of a general authoritarian trend, bolstered by the very most basic Republican 'value', which is to say ... that of 'common' people needing to 'know their place' and coming to understand that their 'superiors' have no obligation to accede to their petty grievances and complaints, and that they may in fact be punished for expressing them.
