Not sure how you would lower gas prices, that's determined by the world market. Sure, CA ads taxes to the price of gas, but Californians want the clean air and decent roads those taxes pay for.

Electricity is pretty cheap in the rest of the country. It is expensive in CA because PG&E and Edison have to build in wildfire costs into the price cost of electricity here (for line maintenance, litigation, fire damage payout). Wildfires cost our utility companies billions of dollars each year, and it's getting worse with climate change.
