The former is put as yo while the latter is e, or ye if is at the beginning of the word, after a soft sign, or after a vowel. However, in practice, the distinction is often not shown. But I digress. In any case, you know, Reagan would be considered left to the MAGA bastards. Think about this: what did Putin and Heydar Aliyev (the father of Ilham Aliyev) of Azerbaijan have in common?
