3. I heard a blip of a story on the radio this morning (a CBS news report)

that was talking "pardons" and "Giuliani" in the same story. I didn't catch the whole thing but I expect the story was probably mentioning him as a possible beneficiary of one since this case, although civil, is federal. So the stall job is probably to get past the inauguration.
