the "debris" could land on someone's house/property, on nearby vehicles, or on business property and cause damage and/or a fire. And in a freak situation, could land on top of someone walking nearby.

That was one of the issues that came up when the Chinese (surveillance) balloons were in the news where they waited until they were over water or empty land to take them out.
