... this law would do nothing to prevent the sort of security threat that the law supposedly is targeting.

To actually make any sort of difference, a comprehensive and universal set of policies across all apps would be necessary. Such a comprehensive approach would very much resemble a "Great Wall of America" and would not be easily established and probably could not be done without violating Americans free speech rights.

IMHO this law is just performative populist scapegoating.
