The U.S. Constitution prohibits "ex post facto" laws, which are laws that retroactively criminalize conduct that was legal when performed or increase punishment for crimes already committed.

But of course these are executive orders. So why should they be followed like laws? These law firms should do some lawyering instead of caving.
