The enrolled student population at United States Naval Academy is 59.2% White, 13.7% Hispanic or Latino, 9.51% Two or More Races, 8.85% Asian, 6% Black or African American, 0.292% Native Hawaiian or Other Pacific Islanders, and 0.135% American Indian or Alaska Native.

In 2023, Black or African American alone individuals represented an estimated 13.7% of the total U.S. population. https://www.census.gov/quickfacts/fact/table/US/RHI225223

So African Americans were already severely underrepresented at the Naval Academy.
