Most of it is cultural/financial. The issue is that the courts really don't seem like they want to get involved in a lot of the cases of this type. They are messy and can lead to some serious 'piranha pool' from social media if one word can be used against the judges or the lawyers.

I remember in class when we were taught about the 'caste' system in school. I remember thinking to myself, 'Actually, we do have the same thing here, despite the teacher's loud proclamations that we don't.'.

That was 50 years ago. It has basically not changed since then.
