When it's been proven that people are afraid of bankruptcy, evictions, asset forfeiture, prison, even death.

As for law enforcement and general armed forces, military or paramilitary, their loyalty is to their paycheck, benefits, and pension plan.
Just as the SS, just as the NKVD-KGB... cruelty is the point because "my paycheck & retirement" are more important "than you".
