Does that account for people who’ve naturalized?
Does that account for localities that allow non citizens to vote in local elections?

The statement in question was “There are 278,000 people on voting rolls who were not citizens”

ON VOTING ROLLS? What rolls? CAN they be on the rolls?
WERE? At one point were they not citizens? What is their status now?
